The R-devel tarballs at https://stat.ethz.ch/R/daily/ are now empty, but
better to use the "official" CRAN tarballs anyway.

1649b9a91b Switch back to using OpenBLAS for Ubuntu 22 
Ubuntu 20 builds were switched to the default reference BLAS because
of a bug with the OpenBLAS package. That bug does not seem to affect
Ubuntu 22, so switch back to using OpenBLAS for Ubuntu 22, for
consistency with all other R builds.

c17e2b9666 Use CFLAGS/FFLAGS over the SHLIB_* variables 
The default CFLAGS/FFLAGS for R 3.x is always '-g -O2' when using gcc.

3d3918230c Include PCRE2 in R 3.x on Debian 11 for Pango support 
In Debian 11, Pango now depends on PCRE2, so R 3.x will not be compiled with
Pango support if we hide PCRE2 to prevent R 3.5 and 3.6 from taking an unnecessary
dependency on PCRE2.

To check if R 3.x was compiled without Pango support, look for this line in the
configure output:

checking whether pkg-config knows about cairo and pango... no

Or in R, check if the "bitmapType" option defaults to "Xlib" instead of "Cairo":

> getOption("bitmapType")
"Xlib"

b60b6573c5 Fix openSUSE 15.3 installation and update to ICU 69 
openSUSE/SLES 15.3 originally shipped with ICU 65 (libicu-devel), but later
added ICU 69 (icu.691-devel) in a patch update. Prefer ICU 69 because the devel
packages can't coexist, and zypper now resolves libicu-devel to icu.691-devel.

6098b0074f Pin fpm to 1.11.0 
fpm 1.12.0 adds an unintended runtime dependency on git, which should be
fixed in a future release. Pin fpm for now since installing git has its
own side effects, such as installing less and changing the default pager
on systems where less isn't available by default.

62a30c3b35 Work around broken OpenBLAS dependency for SLES 12 
On SLES 12, the python-backports repo currently publishes a
broken openblas-devel package. Switch to libopenblas_pthreads-devel,
which provides the same OpenBLAS library, but is not broken.

c0ee373540 Discontinue CentOS 6 builds for EOL 
This only stops the builds. Existing binaries will continue to be
hosted, and the quick install script continues to support CentOS 6.

d49f9104db Add -dev libs for R packages that link against libR 
For consistency with CentOS and SUSE, and to install packages that
link against libR from source, like rJava. See `R CMD config --ldflags` and
https://cran.r-project.org/doc/manuals/r-devel/R-exts.html#Compiling-against-the-R-library
