Fix the bincraft bootstrap failure in pipeline 13077, where compiling data.table 1.18.6.1 on Alpine 3.24 fails because libintl.h is missing.
Install gettext-dev before uvr sync on Alpine in the shared installer so every workflow using it has the required headers.

uvr 0.4.6 cannot infer this dependency because data.table declares no SystemRequirements field.
Ubuntu and RHEL provide this header through their glibc development packages; Alpine needs the separate gettext development package.

Validation:

Compile data.table 1.18.6.1 from source through the modified installer in reg.devxy.io/rpkgs/build-env-alpine:3.24, load it under R 4.5.3, and verify a simple aggregation.
Pass shell syntax, ShellCheck, changed-file pre-commit hooks, and git diff --check.
Run the full pre-commit suite; it reports pre-existing formatting issues in unrelated R and Markdown files, whose automatic changes were reverted.

The full CI pipeline has not been rerun.
