6098b0074f Pin fpm to 1.11.0 
fpm 1.12.0 adds an unintended runtime dependency on git, which should be
fixed in a future release. Pin fpm for now since installing git has its
own side effects, such as installing less and changing the default pager
on systems where less isn't available by default.

62a30c3b35 Work around broken OpenBLAS dependency for SLES 12 
On SLES 12, the python-backports repo currently publishes a
broken openblas-devel package. Switch to libopenblas_pthreads-devel,
which provides the same OpenBLAS library, but is not broken.

c0ee373540 Discontinue CentOS 6 builds for EOL 
This only stops the builds. Existing binaries will continue to be
hosted, and the quick install script continues to support CentOS 6.

2494b8eb98 Support building R-devel 
Martin Maechler, a member of R core provides a daily tarball of R-devel
sources at https://stat.ethz.ch/R/daily. This provides support for
building based on this source if R_VERSION is set to 'devel'

d49f9104db Add -dev libs for R packages that link against libR 
For consistency with CentOS and SUSE, and to install packages that
link against libR from source, like rJava. See `R CMD config --ldflags` and
https://cran.r-project.org/doc/manuals/r-devel/R-exts.html#Compiling-against-the-R-library

650d3650ce Switch to dev PCRE in Ubuntu/Debian packages 
For consistency with CentOS and SUSE, and because packages that
link against libR like rJava need PCRE dev headers to install
from source.

ff7f7906c6 Use -std=gnu++0x on CentOS/RHEL 6 for compatibility with the default gcc 
CentOS/RHEL 6 have gcc 4.4.7 by default, which does not support -std=gnu++11.
Previously, packages like digest were failing to compile on CentOS 6 using the
default gcc.

 		Allows building of RPMs for CentOS 6 (#32) 
* Allows building of RPMs for CentOS 6

Builds on earlier work and provides the tooling required to create Linux OS packages (deb in this case).

Modifies: Dockerfile.centos-6

So that it includes the fpm package build tool and also copies in the packaging script

Adds: package.centos-6

which is the packaging script which runs fpm with the required parameters and dependencies

70ee9a9771 Build with an older xz on openSUSE 42 
For compatibility with SLES 12 SP3+. openSUSE 42.3 uses xz 5.2.2
while SLES 12 SP3+ uses xz 5.0.5.
