chore: drop stale Hetzner-pointing helpers ...
Justfile and local/manual-package-index-update.R both targeted the
old Hetzner S3 endpoint (hel1.your-objectstorage.com, bucket
devxy-r-package-binaries-hel1) and the HETZNER_S3_*_K3S env vars.
Storage moved to Backblaze a while ago, so anyone running these
would write to the wrong place or just fail.
No callers in-tree; deleting outright. A manual one-off rebuild
can call bincraft::upload_package_index() directly with the
current Backblaze settings.
